In the matter of Arkansas State Treasurer Martha Shoffner and her charges of extortion, St. Bernard Financial makes the following statement:
Neither St. Bernard Financial Services Inc. nor its CEO , Robert Keenan, gave Martha Shoffner any cash, gifts, or campaign contributions of any sort at any time, period.
St. Bernard was not involved in the FBI investigation of Martha Schoffner and the unidentified "Broker". We are disappointed that the media continues to confuse the public
by pointing a finger at St. Bernard as the "broker" in this case.
St. Bernard Financial Services is a Broker Dealer based in Russellville, AR. We register Independent Registered Representatives who conduct sales of security products. St. Bernard Financial Services has been mentioned on multiple occasions over the last couple of years in relation to bond sales to the State Treasury. It is St. Bernard's
responsibility to ensure suitable sales and purchases transacted by its securities' representatives, not to sell products directly to investors.
The bond transactions conducted through St. Bernard Financial Services that were
scrutinized by the legislative audit committee were also reviewed by the SEC, FINRA and Arkansas State Securities Dept. St. Bernard was not found to have any wrong doing
related to these transactions. St. Bernard does not deal directly with the State Treasury Dept, Martha Schoffner or its employees in regards to any transactions.
St. Bernard stands by its previous comments that the scrutinized transactions were not
sold at a loss as each transaction netted more cash for the treasury department than
was invested. There is a difference in a lost opportunity and an actual loss and we regret
that the media did not differentiate the two.
